When the Sun Meets the Rain: How Tuburan Is Turning Clean Energy Into Community Resilience

In a Cebu facing electricity supply pressure and a strengthening El Niño, Barangay Alegria is testing an idea that goes beyond renewable energy: use the sun to power resilience, and capture the rain before it becomes a missed opportunity.

In Barangay Alegria, Tuburan, Cebu, Cebu Technological University (CTU)–Tuburan Campus and its community partners are developing a solar-powered rainwater-harvesting facility designed to provide an alternative water source while demonstrating how renewable energy and responsible resource management can work together.

The initiative is not a standalone experiment. It represents the latest stage of a continuing community sustainability program that has been developing through successive phases since 2025.

At the center of the story is a simple but important idea: clean energy can be used not only to generate electricity, but also to help communities manage other essential resources.

 

From solar power to water resilience

The story began taking another step forward in July 2025, when CTU–Tuburan and the Alegria Farmers Agriculture Cooperative (AFACO) formally signed a usufruct agreement connected to the establishment of a 100-kW solar mini farm under the Electricity Decarbonization Program: Harnessing the Sun’s Power Through Sustainable Community Cooperation, or EDP HaTSPoTSCC Phase 3.

According to CTU–Tuburan, the agreement was intended to support clean energy, strengthen community energy resilience, and establish a sustainable, community-driven power-generation model.

The July 2025 activity also included a groundbreaking ceremony at the project site in Barangay Alegria. CTU reported that more than 20 community beneficiaries from different puroks participated, alongside members and leaders of AFACO and the university's extension team.

The project therefore combined two elements that are often discussed separately: technology and community participation.

Rather than treating renewable energy as something existing only in large infrastructure projects, the initiative positioned it within a rural community setting.

Technology that remains after the project ends

The third phase continued beyond the initial solar-farm partnership.

In December 2025, CTU–Tuburan reported the culmination of EDP HaTSPoTSCC 3.0 at the Barangay Alegria Covered Court.

The culminating activity included beneficiary feedback and demonstrations of practical outputs developed during the program.

One of the most notable contributions came from fourth-year Bachelor of Science in Information Technology students, who donated two technology projects to the community:

  • Aquapurity Solar-powered Smart Water Purity Monitoring and Filtration Solution
  • Smart Solar Monitoring and Control System for Off-grid Communities

These outputs are significant because they extend the project's impact beyond awareness activities. They represent technologies that CTU says were turned over to the community to support continuing sustainability efforts.

The project also gave beneficiaries an opportunity to develop knowledge about renewable energy and climate-change mitigation.

That combination—technology, education, and community participation—became an important foundation for what followed.

When the sun meets the rain

On July 4, 2026, CTU–Tuburan officially launched Phase 4 of EDP HaTSPoTSCC through the opening program for the establishment of a Solar-Powered Rainwater Harvesting Facility Prototype at the Alegria Farmers Agriculture Cooperative Hall in Barangay Alegria.

This represents a significant evolution in the project.

The earlier phase focused heavily on renewable electricity and community energy resilience. Phase 4 brings renewable energy together with water-resource management.

CTU describes the new initiative as an integrated solar-powered rainwater-harvesting system intended to improve access to an alternative water source while promoting responsible environmental resource management.

The project also aims to strengthen the community's capacity to operate and maintain clean-energy technologies.

That matters because sustainability is not only about installing equipment.

A technology becomes more meaningful when people understand it, participate in it, maintain it, and find practical uses for it.

A partnership rather than a single institution

The July 2026 launch brought together representatives from CTU–Tuburan, local government units, AFACO, faculty members, extension personnel, and community stakeholders.

The ceremony also included the signing of a Memorandum of Agreement (MOA) involving CTU–Tuburan, the local government of Barangay Alegria, the Municipality of Tuburan, and AFACO.

According to CTU, the agreement formalizes the stakeholders' collective commitment to implementing the project and supporting its long-term sustainability.

That partnership is an important part of the story.

The university provides academic, technical, and extension expertise. The local government provides institutional and community support. AFACO represents an organized agricultural community. Barangay stakeholders provide a local setting in which the technology can be implemented.

The result is a model in which sustainability is treated as a shared responsibility rather than the responsibility of one organization alone.

Why water matters in Tuburan

The solar-powered rainwater-harvesting project also fits within a broader local context.

The official Municipality of Tuburan website identifies water and power as important areas of municipal development.

Its Water and Power Supply page describes the Tuburan Waterworks System and identifies water resources, watersheds, and river systems within the municipality.

The municipal page states that the water system extends from a source in Sitio Magdagook in Barangay Kalangahan through reservoirs in Barangay Mamol and Barangay Alegria toward the poblacion.

It also identifies six watersheds and seven river systems, including the Langoyon, Putat, Bakyawan, Tunlob, Adela, and Bagasawe river watersheds.

These figures should be understood as information published on the municipality's official website rather than as a current 2026 water-system census. The page also contains historical statistics, including water-service figures from 2009 and 2010.

What remains useful for the present story is the broader municipal context: water resources and water-system development have long been recognized as important local concerns.

A development agenda that includes water and power

The Municipality of Tuburan's official Development Agenda provides additional context.

Under Water, the municipal agenda calls for surveying existing springs in the barangays, developing feasibility studies, and pursuing funding for water-related development.

Under Power, it calls for a detailed survey of electrification needs in barangays that are not energized, followed by prioritization and cost estimates.

The agenda also contains an environmental-management component focused on pursuing development goals for a healthful environment.

These municipal priorities provide an important backdrop for the CTU initiative.

The solar-powered rainwater-harvesting prototype does not exist in isolation from local development concerns. It sits at the intersection of two areas identified by the municipality itself: water and power.

More than installing equipment

The most interesting part of the Tuburan story may therefore not be the solar panels or the rainwater-harvesting equipment by themselves.

It is the progression.

First came a community partnership around renewable electricity.

Then came technological outputs designed to address practical community needs.

Then came a new phase connecting solar energy with water harvesting.

And throughout those stages, CTU–Tuburan has described community participation, extension work, technology transfer, and cooperation among institutions as central elements.

This progression illustrates an important principle of community sustainability: one solution can become the foundation for another.

A solar project can create knowledge and infrastructure.

That knowledge can support new technology.

That technology can then be applied to another community need.

In Tuburan, the emerging connection is between energy resilience and water resilience.

The bigger lesson

Climate resilience is often discussed in terms of large infrastructure, national programs, or global targets.

But resilience is also built through smaller systems that people can understand and participate in.

A rainwater-harvesting facility powered by renewable energy may appear modest compared with a large power plant or municipal water system.

Yet its value can extend beyond the physical equipment.

It can become a place where students apply technical knowledge.

It can become an opportunity for farmers and community organizations to engage with technology.

It can demonstrate how renewable energy can serve a practical local purpose.

And it can create experience that may inform future community projects.

The Tuburan experience therefore offers a useful question for other communities:

What happens when renewable-energy projects are designed not only to produce clean power, but also to solve another local problem?

From technology to community resilience

The answer will ultimately depend on implementation.

A prototype must be operated and maintained.

A partnership must remain active.

Community members must continue participating.

Technology must remain useful after the launch ceremony is over.

And future projects must be evaluated based on measurable results rather than promises alone.

For that reason, the long-term significance of the Tuburan project should be measured through what happens next: how effectively the facility operates, how it is maintained, how the community uses it, what lessons are learned, and whether the approach can be adapted to other communities.

The documented project already provides a foundation.

CTU–Tuburan has established a sequence of renewable-energy and community-technology initiatives. The Municipality of Tuburan provides a local development context in which water and power remain important concerns. AFACO and local-government partners provide community-level participation.

The next chapter is implementation.

A model built on cooperation

The Tuburan story ultimately comes back to cooperation.

The sun provides energy.

The rain provides water.

Technology connects the two.

But people and institutions make the system possible.

From the 100-kW solar mini farm partnership in 2025 to the solar-powered rainwater-harvesting prototype launched in Barangay Alegria in 2026, the EDP HaTSPoTSCC initiative demonstrates an evolving approach to community sustainability—one that combines renewable energy, technical education, local government, agricultural communities, and university extension work.

It is not a claim that one project can solve every challenge facing a community.

It is something more practical: a demonstration that local partnerships can turn available natural resources and appropriate technology into opportunities for greater resilience.

And perhaps that is where the real lesson lies.

The future of sustainable communities may not depend on choosing between solar energy and water security.

Sometimes, the most useful solutions begin when we ask how the two can work together.
